[HDRP] Decals on metal have a border in Samples scene
Repro:
1) Open HDRP material samples from Package manager
2) Load decal scene
3) Notice a black border around the decal
Tested on 10.1HDRP and 2020.2.0b8
On windows with same version issue is not present
