[HDRP] Broken fog
Version tested: 2020.1.0a7 + 8.0.0 (HDRP/staging)
Steps to reproduce:
1) Create an empty 3D project
2) Import HDRP packages from the staging repository
3) Run Render Pipeline Wizard
4) Make a new scene
5) Observe magenta fog
