[HDRP] Black squares are rendered on objects with HDRP when Texture Quality is changed
How to reproduce:
1. Download and open attached project "New Unity Project"
2. Open Edit/Project Settings/Quality
3. In Inspector set Rendering/Texture Quality to Quarter Res (or any other)
Expected result: Scene View does not render black squares on objects
Actual result: Scene View renders black squares on objects
Reproduced with: 2018.1.7f1, 2018.2.0b11, 2018.3.0a3
Does not reproduce with older versions, as they do not support SRP
Note: Entering and leaving Play Mode fixes the issue. Does not reproduce with LWRP
