[HDRP] Baked Lightmap Exposure slider does not work unless scene is rebaked
Steps to reproduce:
1. Create a new HDRP template project
2. Go to Baked Lightmap mode
3. Adjust the exposure setting
4. Observe that no changes occur
5. Rebake lighting
6. Exposure is adjustable now, but after reopening the project it becomes unadjustable again
Expected result: Baked Lightmap Exposure slider should work without rebaking lightmaps
