Handles don't rotate when using Handles.FreeMoveHandle
How to reproduce:
1. Open the attached project (Handle Free Move Bug.zip)
2. Open scene Assets/Scenes/SampleScene
3. In the Scene view, enable the 3D view by un-toggling the 2D button in the control bar
4. Select the GameObject "Position Handle" in the Hierarchy window
5. Observe the orientation of the blue and red arrows in the Scene view
Expected result: the red arrows are facing left and right according to the blue arrows
Actual result: the red arrows are facing the Editor SceneView Camera
Reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.24f1, 2021.2.0b15, 2022.1.0a12
