GUID conflicts between Collab and PlasticSCM-CN after deleting Library
Reproduction steps:
1. Open user-submitted project
2. Inspect console
Expected result: There are no errors in the console
Actual result: There are GUID conflict errors in the console
Reproducible with: 1.0.0 (2019.4.36f1, 2020.3.26f1, 2021.2.10f1, 2022.1.0b5, 2022.2.0a3)
