Graphics Tier Settings Editor has no vertical scrollbar even though Settings have been reordered to be vertical
How to reproduce:
1. Open any project
2. Navigate to Edit > Project Settings > Tier Settings > Open Editor
3. Observe the Tier Settings Window, resize it
Actual result: No horizontal scrolling function is enabled and no scroll bar is enabled
Expected result: Tier Settings window has been reordered to be vertical, so vertical scrolling and scroll bar should be enabled
Reproducible with: 2023.1.0a22, 2023.1.20f1, 2023.2.5f1, 2023.3.0b2
Not reproducible with: 2021.3.32f1, 2022.3.17f1, 2023.1.0a21 (horizontal layout instead)

Resolution Note (fix version 2023.3.0b8):
The graphics Tier Settings editor window has been changed back to a horizontal layout with the addition of a scrollbar for when the window is still sized too small to display the full contents.
