Graphics.CopyTexture not working for compressed textures anymore
Steps to reproduce:
1. Download and open attached project
2. Open SampleScene
3. Select the texture "vege_savanna_ground_01_Albedo" in the project
4. Run the menu point "Test/Run Copy Compressed Textures Test"
Expected result: texture gets copied over to another texture
Actual result: copy operation fails.
Reproduced on 2018.3.0b4, 2018.3.0b5, 2018.3.0b11, 2019.1.0a2, 2019.1.0a10
Not reproduced on 2018.2.17f1, 2018.3.0b3, 2019.1.0a1
Regression introduced in 2018.3.0b5, 2019.1.0a2
