[Graphics] templates URP throw missing namespace errors on updating input handling to new system
Steps to reproduce:
1) Create a new project with "3D Sample Scene (URP)" template
2) Edit > Project settings > Player -> Other Settings
3) Active input handling > Input system package (new)
4) Restart Editor when prompted
Expected result: No errors should be thrown on updating
Actual result: Missing namespace errors are thrown on updating input handling to new system
Occurring on: 10.1.0 (2020.2.0b10), 10.8.1 (2020.3.30f1), 12.1.5 (2021.2.14f1), 13.1.7 (2022.1.0b11), 14.0.0 (2022.2.0a7)
Working fine on: 7.7.1 (2019.4.36f1), 10.0.0-preview.27 (2020.2.0b9)
Environment: Both Windows and Mac
