[GPU PLM] Indirect bounce is missing in some instances
Steps to reproduce:
1. Download ant open SponzaHDRP project
2. Bake the lighting using GPU lightmapper
3. Switch to baked lightmap view and focus on the arches on the second floor
4. Notice that portions of the indirect bounce are missing
Notes:
- Does not reproduce with the CPU lightmapper
- Adjusting push off value does not fix this issue
- Not a regression; this behavior has been the same since GPU lightmapper was introduced

Similar issue with URP in 2019.3.0.6f.
But also with CPU lightmapper.
Some lights lack indirect light baked.
Not found pattern on which light it happen yet.
