GPU crashes on creating an HDRP project on integrated GPUs when VFX layer is used
Steps to reproduce:
1. Create a new HDRP template project

1. Try to install HDRP package into and already existing project
Reproducible with: HDRP 7.1.8, 7.3.1, 7.5.2, 10.2.2, 11.0.0 (2019.3.0f6, 2019.4.18f1, 2020.2.2f1, 2021.1.0b3)
Not reproducible with: HDRP 4.1.0, 6.9.0 (2018.4.31f1, 2019.2.21f1)
Notes:
- User was able to reproduce the issue using Intel HD 4000, I tested the issue using Intel HD 2500 running newest drivers
- From 2020.2 it does create the HDRP project, but TDR crashes on entering play mode
- Does not reproduce on Mac
- To verify its caused by VFX, just reopen the template scene with your NVIDIA or AMD gpu active, erase the VFX layer, close unity, disable your NVIDIA or AMD gpu and reopen. Observe that now the project opens without any issues
