Generated locales are not displayed in WebGL build
Reproduction steps:
1. Open the user's attached project and switch to WebGL platform
2. Build and Run Samples/Localization/0.10.0-preview/LanguageSelectionUGUI scene
3. Observe the build
Expected result: Generated locales are displayed
Actual result: Generated locales are not displayed
Reproducible with: 2020.2.0b2, 2020.3.0f1, 2021.1.0b11, 2021.2.0a6
Not reproducible with: 2019.4.22f1, 2020.1.17f1
Could not test with: 2018.4.32f1 (could not downgrade), 2020.2.0a1, 2020.2.0b1 (SBP errors), 2021.2.0a8 (build fails)
Note: Issue was tested and not reproducible in Windows and macOS build
