GameObjects that do not have the default Light Layer selected are dark when Scene lighting is off
How to reproduce:
1. Open the attached project “SceneLightIssue.zip“
2. Open Scene “SampleScene“
3. Disable the Scene lighting by pressing the lightbulb symbol at the top right of the Scene view
4. Observe the lighting of the “Cube (Layer 1)“ GameObject
Expected result: The “Cube (Layer 1)“ GameObject is bright
Actual result: The “Cube (Layer 1)“ GameObject is dark
Reproducible with: 2021.2.0a17, 2021.3.23f1, 2022.2.16f1, 2023.1.0b13, 2023.2.0a11
Not reproducible with: 2020.3.47f1, 2021.2.0a16
Reproduced on: macOS 13.0.1 (Intel), Windows 10 (by reporter)
