GameObjects and previews of materials flicker when a directional light is present in scene
How to reproduce:
1. Create and open a new project with HDRP
2. Create a cube gameObject
3. Make sure that scene lighting is enabled and directional light is present
Expected result: cube does not flicker
Actual result: cube flickers
Reproducible with: 2018.4.12f1 (4.2.0, 4.10.0), 2019.2.11f1 (6.9.0, 6.9.1), 2019.3.0b9, 2020.1.0a11 (7.0.1, 7.1.2)
Not reproducible with: 2018.4.12f1 (4.1.0)
Could not test with: 2017.4.33f1 (HDRP not available)
