GameObject with Cloth Component is rising upwards when GameObject is rotated
How to reproduce:
1. Open user-supplied project
2. In Hierarchy select "NotRotated" GameObject
3. Rotate the GameObject 90 degrees on the x-axis
4. Enter Play Mode
Expected result: GameObject with Cloth behaves according to physics
Actual result: GameObject with Cloth is rising upwards
Reproducible with: 2019.2.0a7, 2019.2.0f1, 2019.3.0a11
Not reproducible with: 2017.4.30f1, 2018.4.5f1, 2019.1.13f1, 2019.2.0a6
Notes:
The issue does not appear when rotating GameObject while the Scene is Played
