GameObject with Cloth is not affected by External and Random Acceleration
How to reproduce:
1. Open the attached "case_1163589.zip" project
2. Open the "case_1163589" Scene
3. Select "Cube" GameObject
4. In Inspector Window find Cloth Parameter > Change values of External and Random Acceleration > Play the Scene
Expected result: "Cube" GameObject behaves on given Acceleration values
Actual result: GameObject movement is not affected by Acceleration values
Reproducible with: 2019.2.0b7, 2019.3.0a7
Not reproducible with: 2017.4.26f1, 2018.4.0f1, 2019.1.0a12
