GameObject is added as a child when dragged from Project window in-between two GameObjects
How to reproduce:
1. Open attached project ("pro.zip")
2. Select resource ("Square") from Assets folder
3. Drag selected resource in-between two GameObjects in Hierarchy
Expected result: Resource GameObject is added in-between selected GameObjects
Actual result: Resource GameObject is added inside bottom GameObject
Reproducible with: 2019.2.2f1, 2019.3.0a12, 2020.1.0a1
Not reproducible with: 2017.4.32f1, 2018.4.7f1, 2019.2.0a1, 2019.3.0a1
