GameObject Hierarchy order is inconsistent between Scene and Prefab when a child is not applied to the Prefab
How to reproduce:
1. Open the attached project (Hierarchy.zip)
2. Open scene Scenes/SampleScene
3. In the Hierarchy window, select the GameObject "Sort Issue" and expand it
4. Observe the sorting of the GameObject's children
5. In the Project window, select the Prefab "Sort Issue" and open it by double-clicking
6. Observe the sorting in the Hierarchy window
Expected result: the order is consistent between the Prefab and the GameObject in the Scene
Actual result: the order is different
Reproducible with: 2019.4.30f1, 2020.3.17f1, 2021.1.20f1, 2021.2.0b9, 2022.1.0a7
