[HDRP] Game view renders artifacts when Camera's Component "Post Anti-aliasing" is set to "TAA" and Dynamic Resolution's "Forced Screen Percentage" is changed
How to reproduce:
1. Open the “CameraTAAIssue“ project
2. Open the “Assets/Volumetrics/Volumetrics.unity” scene
3. Make sure that Game view is opened
4. In the Project window locate and select the “Assets/2HDRPMediumQuality !.asset” HD Render Pipeline Asset
5. In the Inspector window under the “Rendering” section locate the “Forced Percentage Screen” field
6. Gradually decrease the “Forced Percentage Screen” field and observe the Game view
Expected result: The Game view does not flicker
Actual result: The Game view’s background starts flickering with a black color

Could not test with: 2021.3.38f1 (Editor is constantly refreshing and fields cannot be changed)
Reproduced on: Windows 10 (by reporter), Windows 11
Not reproduced on: No other environment tested

2. Not reproducible when the “Main Camera” GameObject “Camera” Component’s “Post Anti-aliasing” is set to “FXAA” or “SMAA”
