Game View loses focus when hovering on other UI Windows using Input.GetKey()
How to reproduce:
1. Open user's attached project (2019_3_bug_input.zip)
2. Open "SampleScene" Scene
3. Enter the Play mode
4. Hold down F key
5. Move mouse over Project Window or Hierarchy Window
Expected result: Input.GetKey(F) is focused when hovering over other windows with the mouse
Actual result: Input.GetKey(F) is not focused when hovering over other windows with the mouse
Reproducible in: 2019.2.6f1, 2019.3.0b3, 2020.1.0a4
Notes:
Could not reproduce in 2018.4 and 2017.4 because of ArgumentException error

Resolution Note (2020.1.X):
The "F" key is one of very few (if not the only one) shortcut that is global and may reproduce this problem. Ultimately, this will be a feature implemented by the shortcut manager. For now, it's more a feature request than a bug.
