Game tab window rescales when entering the play mode
How to reproduce:
1. Open the attached project or create a new project
2. Switch to iOS or Android platform
3. Add a new Game view resolution (e.g. 1125x2436 resolution)
4. Modify the scaler on top of the Game View tab to something that adds window paddings to the entire tab (e.g. 0.699)
5. Close the Editor and then open the same project again
6. Enter the Play mode
8. Watch the scale being set to a new number
Actual: Game tab window rescales
Expected: The scale number stays the same (see the repro.mov attached)
Reproducible with: iOS and Android platforms 2018.3.0b5, 2018.3.12f1
Not reproducible with: 2018.3.0b4 ,2019.1.0b10, 2019.2.0a10

This bug has been around since 2017. After being told in my bug report that it wouldn’t be fixed for 2018, had some high hopes for 2019.1 - its still there. Highly annoying for iOS development.

The impact to day to day work flow is devastating. Needing to stop the game, set the view back so you can see the entire game view and then replay is absurd. The only solution we have found is to set a smaller render target than the window so when the rescale happens it is no longer cropped.
Bug says cannot be reproduced with 2018.3 but bug 1149213 has a video attached showing this problem with 2018.3.

Issue also present in 2019.1.0f2 and 2018.1.6f1. My soul cannot take this
