Fullscreen button of Editor windows is disabled when making Editor windows fullscreen
How to reproduce:
1. Create a new project
2. Open Package Manager (Window>Package Manager)
3. Press the "+" sign and select "Add package from git URL"
4. Write "com.unity.ui.builder" and press "add"
5. Open UI Builder (Window>UI Toolkit>UI Builder)
6. Make UI Builder window fullscreen (top left corner green button)
7. Try to exit the fullscreen in the UI Builder window
Expected result: Exit fullscreen and minimize window buttons are working
Actual result: Exit fullscreen button and minimize button are disabled
Reproducible with: 2020.2.0b2, 2020.2.7f1, 2020.3.19f1, 2021.1.22f1
Not reproducible with: 2019.4.30f1, 2020.2.0b1, 2021.2.0a1, 2021.2.0b13, 2022.1.0a10
