FPS drops when Additional Lights are enabled and the project is built in WebGL and opened with Safari

1. Open the “IN-23449” project
2. Build And Run in WebGL (Safari browser)

Actual result: FPS is around 30
Reproducible with: 2021.2.1f1, 2021.3.14f1, 2022.1.24f1, 2022.2.1f1, 2023.1.0a21
Not reproducible with: 2020.3.41f1, 2021.2.0f1
Reproduced on: macOS Ventura 13.0.1 (Intel)
Notes:
- Not reproducible in Google Chrome

Resolution Note:
The issue seems to be resolved for me, macOS 14.6.1, M1 Macbook. Chrome (with Metal WebGL enabled) runs at 144 fps on my monitor, and Safari runs at 60 fps (Safari will always clamp FPS to 60 fps).
