Floating Window doesn't relocate after Default Layer is selected
How to reproduce:
1. Create new Unity project
2. Open Lighting Settings window (Window -> Lighting -> Settings)
3. Drag Lighting Settings window offscreen
4. Make default layout (Windows -> Layouts -> Default)
Expected result: Lighting Settings Window should appear onscreen
Actual result: Lighting Settings Window appears in the same spot like was before
Reproduced with: 5.4.1f1, 5.5.2f1, 5.6.2p2, 2017.1.0f3, 2017.2.0b3
Note: Same situation with Lighting window, Frame Debugger, Psychics Debugger
