float4x3/4x2 matrices are lost in the Shader uniforms
How to reproduce:
1. Open the attached "1328776_Repro" project
2. In the Project window select the "TestShader" Asset
3. In the Inspector press the "Compile and show code" button
4. Inspect the $Global cbuffer
Expected results: 4x3 matrix is not missing
Actual results: 4x3 matrix is missing
Reproducible with: 2018.4.34f1, 2019.4.25f1, 2020.3.5f1, 2021.1.4f1, 2021.2.0a14
