[HDRP] Scene View flickers when using Ambient Occlusion in the Rendering Settings with Intensity changed to any value
How to reproduce:
1. Open the attached "1168849 HDRP 6.9.0.zip" project
2. In Hierarchy Window > Rendering settings > Ambient Occlusion > change Intensity to any value
3. Observe the flickering
Expected result: Objects affected by Ambient Occlusion with Intensity set to any value are darker
Actual result: Objects affected by Ambient Occlusion flicker
Reproducible with: 2019.3.0a9 (HDRP 6.9.0)
Not reproducible with package versions: 2018.4.4f1 (HDRP 4.10.0), 2019.1.9f1 (HDRP 5.16.1), 2019.2.0b9 (HDRP 6.5.3)
