[OSX]FileNotFoundException is thrown when Package Upload window is selected
How to reproduce:
1. Open the attached ACTk 2020.1.zip project
2. Open Package Upload window (in Menu bar/Asset Store Tools)
Actual: ArgumentOutOfRangeException is thrown (see Edit section for the full error)
Expected: Package Upload window is opened
Reproducible with: 2020.1.0a1, 2020.1.0b9, 2020.1.0a10
Not reproducible with: 2018.4.22f1, 2019.3.13f1
