Expanded Active Download panel is automatically collapsed when all modules have finished downloading but not installing
Steps to reproduce:
- Open Unity HUB
- Install a Unity Version or go to Installs page
- Click on the gear icon of a version and choose "Add modules"
- Select a couple modules and click "Install"
- Expand the Active Current Download panel and wait for all modules to finish downloading
Actual results: When the selected modules have finished downloading, the expanded panel is automatically collapsed event though installation hasn't finished
Expected results: The panel might only collapse when installation is finished. If installation is still continuing after all the modules have been downloaded, the user should still be able to track progress
Reproducible with versions: HUB 3.9.0-beta (b47f03b)
Tested on (OS): Ubuntu 24.04

Issue is not reproducible on Hub version 3.13.0, it seems it was fixed at some point between 3.12.1 and 3.13.0 Hub versions.
