Exclusive fullscreen mode doesn't change the resolution of the monitor to that of the game
To reproduce:
1. In a new project, in Player settings, change the Fullscreen Mode to Exclusive Fullscreen
2. Build and run for Windows standalone
3. In the Launcher, choose the lowest resolution possible
4. Observe that when the game launches, the resolution of the monitor doesn't change
Expected: launching the game in Exclusive Fullscreen mode changes the resolution of the monitor to that of the game

Did not reproduce in 2017.4.7f1, 2018.1.8f1, 2018.2.0a3
Could not test in 2018.2.0a4 - 2018.2.0a7 due to case 1011546
