Environment lighting missing when building with CLI on Linux
What's happening?
The customer experienced issues with building on CI where GI was not generated, when building from CLI.

- Use a build from 2021.3.19f1
- Create build using the Editor
- Create build using CLI
- The project was tested using:
** Windows: No Shader issue was detected
** EmbeddedLinux ARM64 : Shader issue was detected ONLY from CLI build
* EmbeddedLinux X64: Shader issue was detected in BOTH Editor + CLI build
What do we expect to happen?*
Shader build from CLI and Windows should be identical with no shading issue.
