EnumMaskField ignores hard coded Enum values
Steps to reproduce:
1. Open DebugScene
2. Select GameObject in Hierarchy window
3. Set Mask Enum value to "Flag 32".
Expected: EnumMask as int field is set to 32
Actual: EnumMask as int field is set to 16
Reproduced with: 5.3.7p1, 5.4.3p1, 5.5.0f2, 5.6.0a3
