Enabling Optimize Mesh Data results into Paint Details having a "sliding" wind effect in a built Player
How to reproduce:
1. Open the attached users "TerrainDetailsSliding" project
2. Open "Scene" scene and observe how the wind settings for Paint Details (nettles) work
3. Go to File --> Build Settings --> Player --> Other Settings and enable Optimize Mesh Data setting
4. Build & Run player
Expected result: Wind settings for Paint Details are exactly the same as in Editor
Actual result: Paint Details have a "sliding" wind effect in a built Player
Note: Disabling Optimize Mesh Data setting fixes the issue

Fixed in 2017.3.0a3
