EditorGUI.PropertyField type dropdowns stay in place when scrolling the Inspector
How to reproduce:
1. Open a new project
2. Select the "Directional Light" GameObject in the Hierarchy window
3. Make sure the Inspector window has a vertical scrollbar
4. Press the Static dropdown at the top right or Culling Mask property
5. Scroll up and down in the Inspector window
Expected result: The dropdown moves with the Inspector or it closes when scrolling
Actual result: The dropdown stays in place
Reproducible with: 2021.1.0a2, 2021.1.8f1, 2021.2.0a18
Not reproducible with: 2018.4.34f1, 2019.4.27f1, 2020.3.8f1, 2021.1.0a1

Resolution Note:
There is an feature in pipeline where all the unity dropdowns would be unified to remove platform specific dependencies. This issue would be fixed as a part of that feature
