Editor windows don't change the RestoreDown to Maximize when pulled from the top bar
How to reproduce:
1. Create a new project
2. Undock the Scene tab and maximize it
3. Click and drag the top of the window to move it
4. Click the maximise button again
Expected result: the window is maximised without any issues
Actual result: the window is restored to its previous size and location
Reproduced in: 2019.2.0a5, 2019.1.0b3, 2018.3.6f1, 2017.4.20f2
