Editor Resolution is extremely low
Nvidia GPU driver FXAA antialiasing settings makes Unity blurry and low resolution.
Unity editor itself is rendered via Direct3D, so it blurs all the text too.
You should turn off the FXAA setting in your GPU for Unity.
