Editor doesn't clamp time scale at 0
Steps to reproduce:
1. Open attached project
2. Open "Edit > Project Settings > Time"
3. Set Time Scale to -10
- Time Scale is successfully set to that value
Additional steps:
4. In top menu, open "Window > Time Scaler"
5. Click button "Set Time Scale at -10"
- Notice errors in console that time scale has to be between 0 and 100"
