Editor crashes with UnityScene::AddRootToScene when calling PrefabUtility.SaveAsPrefabAsset()
How to reproduce:
1. Open attached "SteelFlood" project
2. (if saving scene window opens while loading, enter any name and hit Save)
3. Enter Play Mode

Reproduced with: 2018.3.1f1, 2019.1.0a13
Unable to reproduce on earlier versions because of introduction of Improved Prefabs causing compilation errors
Note: 2019.1 crashes with error "GetManagerFromContext: pointer to object of manager 'LightmapSettings' is NULL (table index 22)"
