Dragline's position is incorrect when using "TwoPaneSplitView" if children have margins
How to reproduce:
1. Open the user's attached project
2. Open Menu > Window > Test Window
3. Move the cursor to the dragline above the pink pane and drag it down
4. Observe the dragline position
Expected result: Dragline is in the middle of a panes margins
Actual result: Dragline is on the first pane
Reproducible with: 1.0.0-preview.11 (2020.3.35f1), 1.0.0 (2021.3.3f1, 2022.1.1f1, 2022.2.0a5)
Not reproducible with: 1.0.0 (2022.2.0a6, 2022.2.0a13)
Could not test with: 2019.4.39f1 (No UI Toolkit package), 1.0.0-preview.9 (Blank "Test" window)
