Dragging any UI Element under the .uxml file in the UI Builder Hierarchy doesn't highlight it
How to reproduce:
1. Create a new Unity project
2. Create a UI Document and open it
3. Select the Visual Element and drag it on the .uxml file in the UI Builder Hierarchy
4. Observe the results
Expected results: The .uxml file is highlighted blue in the Hierarchy when hovering over it
Actual results: The .uxml file is not highlighted and has no indication that the Visual Element will be added under it
Reproducible with: 2021.3.40f1, 2022.3.39f1, 6000.0.13f1
Reproducible on: macOS Sonoma 14.5 (M1)
Not reproducible on: No other environment tested
