Resizing mouse cursor does not appear when resizing the Player with the splash screen turned off and Input backend set to Input Manager (Old)
How to reproduce:
1. Open the attached “IN-131832“ project
2. Build the Player two times
3. Run the Player
4. Try to resize the Player window
Actual result: No resizing mouse cursor appears
Expected result: Mouse cursor changes to the resizing model
Reproducible with: 6000.3.0a5 (36d7e9fd6645), 6000.0.67f1, 6000.3.7f1, 6000.4.0b7, 6000.5.0a6
Not reproducible with: 2023.1.0a1, 6000.3.0a4
Reproducible on: Windows 11
Not reproducible on: No other environments tested
