Documentation and language modules not present to be installed in Unity Hub
*Steps to reproduce:*
1. Download the Unity version
2. Open Add modules window of the downloaded Unity version
3. Observe the modules
*Actual results:* Documentation and langage modules are not present
*Expected results:* Both modules are present
*Reproducible with versions:* 3.9.1 (6000.1.0a1, 6000.1.0a2), 3.10.0 (6000.1.0a1, 6000.1.0a8)
*Not reproducible with versions:* 3.9.1 (2021.3.45f1, 2022.3.51f1, 2023.3.0a19, 6000.0.25f1), 3.10.0 (6000.1.0a2 - 6000.1.0a7)
*Tested on (OS):* macOS Sequoia 15 (Intel) and Windows 10 Pro
