Docked Package Manager window shows empty list of packages when updating a project
How to reproduce:
1. Create a project on Unity 2019.3.0a10 or earlier
2. Open a Package Manager window and dock it anywhere
3. Update this project to Unity version 2019.3.0a11 or later
Expected results: Package Manager window shows the package list without any issues
Actual results: No text in Package Manager, only triangles indicating the entry in a list are left
Reproducible with: 2019.3.0a11, 2019.3.0b1, 2020.1.0a2
Not reproducible with 2017.4.32f1, 2018.4.8f1, 2019.2.4f1, 2019.3.0a10
Additional note: Reloading a Package manager window fixes the issue
