Docked custom Overlay does not display content when it is clicked in a custom Editor window toolbar
Reproduction steps:
1. Open the attached "PROJECTFILE" project
2. Open the “ASSETPATH” asset
3. In the custom Editor window “ExampleGraph” toolbar, click the 3 dots in the right corner and select the Overlay Menu
4. In the Overlay Menu select the “Blackboard” custom Overlay to be visible
5. Drag and dock the “Blackboard” custom Overlay to the custom Editor window “ExampleGraph” toolbar
6. Press the docked icon button in the “ExampleGraph” toolbar
Expected result: The “Blackboard” custom Overlay content is displayed
Actual result: Nothing happens
Reproducible with: 2023.2.0a11, 2023.2.0b10, 2023.3.0a5
Not reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.14f1, 2023.2.0a10
Couldn't test with: 2021.3.30f1 (Console errors)
