[Direct3D12] Black screen appears before entering in Maximized Play mode
Black screen appears before game window maximizes in play mode.
Steps to repro:
1. Create a new project.
2. File > Build Settings > Player Settings.
3. Other Settings > Change Windows Graphics APIs to Direct3D12.
4. Select "Maximize on Play" in-game view.
5. Enter the Play mode.
Actual Result:
Black screen appears before entering in Play mode.
Expected Result:
Black screen should not appear before entering in Play mode
Reproducible in:
2019.3.0a11, 2019.2.0f1, 2019.1.0f1, 2019.1.0a11.
Working Fine in:
2019.1.0a10.
Environment:
Only on Windows.

Resolution Note (2019.3.X):
this seems to be a bug within windows,we were able to reproduce this issue outside of Unity and submitted a bug to Microsoft.
