[Direct3D11] URP ScreenSpace Decals show dark artifacts in Editor while targeting Android platform

Steps to reproduce:
1. Open the attached user's project "URPDecalBug.zip" OR download attached "SmallRepro.zip"
2. Make sure the Android platform is selected
3. Enter Play Mode and observe Game View
4. Change the FOV value in "Main Camera" GameObject for the issue to appear in Game View

Expected results: URP ScreenSpace Decal artifacts do not appear in Editor while targeting Android platform
Actual results: URP ScreenSpace Decals show dark artifacts in Editor while targeting Android platform

Reproducible on: URP 12.1.12 (2021.3.27f1) URP 14.0.8 (2022.3.4f1), URP 15.0.6 (2023.1.2f1), URP 16.0.2 (2023.2.0a20)

Not reproducible on these devices:

-Issue only reproduces when setting Editor Graphics API to Direct3D11. Vulkan, DX12, OpenGLES3 does not reproduce the issue
