Destination asset is not highlighted in the Two Column Layout Project Window when drag and dropping assets
How to reproduce:
1. Create a new project and open it
2. Make sure your Project Window is set to "Two Column Layout"
3. In the Project Window create a new material and try to drag it over the default "Scenes" folder
4. Notice that there is no highlighter on the folder
Expected result: blue highlighter is shown over the hovered folder/asset
Actual result: no highlighter is shown over the hovered folder/asset

Not reproducible in:2 020.2.0b1, 2020.1.11f1, 2019.4.13f1, 2018.4.28f1
