Default Addressables Group is not set when saving the project and restarting the Editor
How to reproduce:
1. Open the attached project "1217157 - Addressables Default Group Setting.zip"
2. Open Window>Asset Management>Addressables>Groups
3. Set "Packed Assets" as Default Group (right mouse click on "Packed Assets">Set as Default)
4. Save the project (File>Save Project)
5. Restart the Editor
Expected results: "Packed Assets" is the Default Group
Actual results: "Default Local Group" is the Default Group
Reproducible with: 1.19.19, 1.20.0 (2019.4.39f1, 2020.3.35f1, 2021.3.3f1, 2022.1.1f1, 2022.2.0a15)
