Editor doesn't start on Windows 7
Reproduction steps:
1. Download and install Unity
2. Try opening Unity.exe
Expected result: Unity starts without issues
Actual result: 'The program can't start because D3DCOMPILER_47.dll is missing' error is thrown
Reproducible with: 2018.4.23f1, 2019.3.14f1, 2020.1.0b9, 2020.2.0a11
Tested on Windows 7 SP1 VM, didn't install Visual Studio when installing Unity

Resolution Note:
