Custom response files (smcs.rsp & gmcs.rsp) are not passed to C# compiler
The new compiler is not passed custom response files, because the logic currently chooses a response file based on the compiler name. The new compiler is always named `mcs` while previously compilers `gmcs` & `smcs` were used.

Yeah, smcs, gmcs, and mcs files all seem to have no effect in 5.6 -- at least, when the APIUpdater runs.

Hopefully this gets seen, but this bug is occurring again in 5.5.0p3.
