Custom Lightmaps unload Scene when Scene Reload is turned off
How to reproduce:
1. Create an empty URP project
2. Install the “Bakery - GPU Lightmapper” Asset from the Unity Asset Store
3. Open any of the example Scenes provided in Assets/Bakery/examples
4. Open the Lighting tab (Window -> Rendering)
5. Change the Light Probe mode to L1 and Occlusion Probes to OFF
6. Bake the Lightmap asset
7. Open the Project Settings window (Edit -> Project Settings)
8. Under “Enter Play Mode Settings” set the “When entering Play Mode” field to “Do not reload Domain or Scene”
9. Enter Play mode
10. Observe the console window and the Game view
Expected result: Custom Lightmaps do not unload Scene when Scene reloading is turned off
Actual result: Scene gets unloaded
Reproducible in: 2021.3.41f1, 2022.3.40f1, 6000.0.14f1
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environments tested
